Nesta, who is away with Italy at the World Cup, is reportedly set to leave The Biancoceleste in the summer with a number of top clubs chasing his signature.
Juventus, Manchester United and Real Madrid are all thought to be keen on signing the accomplished defender.
Lazio would like to keep the star defender and are thought to be asking for a price in the range of £37 million for his signature.
Moratti admitted that unless Lazio reduce their valuation they will not be able to sign the player leaving the road clear for Juventus to bring him to Turin.
"It is a difficult situation to resolve. We are keeping a close eye on what may happen but we haven't made any substantial moves for him because the valuation is too high and outside of this club's economic plans," said Moratti.
Moratti's Lazio counterpart Sergio Cragnotti admitted that the club had made no decision over the future of their prized asset.
"We've not decided anything yet. That goes for the club and the player," he continued. "But seeing as we are on the stock market, if we receive any substantial offers then we will need to discuss it."
Moratti also ruled out a possible move for Brazilian ace Lucio.
The Bayer Leverkusen star impressed in his side's charge towards the Champions League final last season and his performances have attracted the interest of a number of top clubs.
Real Madrid are thought to be very keen on bringing the exciting defender to Santiago Bernabeu.
Moratti admitted that Lucio' price tag had again put him off signing the player as he would prefer to sign Nesta than Lucio.
"If we had to buy a player that was going to be pricey such as Lucio, then we would be better off buying Nesta because he is a bit more of a better player."
Meanwhile, Moratti admitted that he is hopeful of completing a move for Valencia winger Kily Gonzalez.
The Argentine star has expressed an interest in moving to Inter and teaming up with former boss Hector Cuper. Despite Gonzalez's desire to move to Inter, Moratti insists that a move is far from being sealed, but talks are set to take place soon.
"We need to be patient to see what can occur," said Moratti. "Just having the blessing of the player for the transfer is not enough. We also need to start talks with his club."
