The full-back picked up the injury in a league encounter with Real Sociedad on January 12, but had been hoping the problem would not require surgery.
Valencia club doctors put the 26-year-old on a light recuperation programme, and initially believed he would be sidelined for a maximum of six weeks.
However, after the knee failed to respond to treatment, Torres has been handed the worst possible news, and now faces a long stint away from the game.
There was better news for the Che however, as long-term injury victims Kily Gonzalez (broken ankle) and Miguel Angel Angulo (knee cartilage damage) have both fully recovered from their respective problems.
The Argentine and Spanish internationals are both now in contention for this weekend's league encounter with Malaga.
Meanwhile, Juan Sanchez and Anthony Reveillere have overcome minor knocks, leaving coach Rafa Benitez with an almost complete squad from which to choose for the game at the Mestalla on Saturday.
