The Argentine World Cup midfielder's agent is in the Spanish capital to have talks with Atletico officials about a return to the Estadio Vicente Calderon next season, having won La Liga and Copa Del Rey double with the Madrid side in 1996.
Simeone is available to leave the Roman club on a free transfer with only the player and the Spanish club needing to agree on personal terms for the switch to be completed.
With 34 players on the Biancocelesti books, new boss Roberto Mancini is keen to trim his squad for next season and may be prepared to let the South American veteran leave on his own accord.
Despite the financial problems of the Stadio Olimpico club, Mancini has nonetheless eyed Bologna defender Giulio Falcone as one of his summer transfer targets.
The Rossoblu may agree to the move if they are able to have midfielder Fabio Liverani in a player swap.
The 26-year-old is one of Bologna manager Francesco Guidolin's main targets, as he looks to replace Fabio Pecchia following his move to Serie A newcomers Como.
The Stadio Renato Della 'Ara club have also proposed to buy half of Liverani's rights but both sides are far from close to an agreement.
Meanwhile, Lazio's towering Dutch defender Jaap Stam is ready to show the Biancocelesti supporters his best form when the new Serie A season begins.
Stam said: "I think this season I will play at my best, so finally Lazio supporters can see my football."
