Los rojiblancos beat off competition from Deportivo La Coruna and Mallorca for the services of Jorge, who Atletico president Jesus Gil (pictured) believes is the final piece in the jigsaw for his club.
Jorge becomes Atletico's ninth signing of the pre-season as Gil looks to burst back onto the Primera Liga scene and also enjoy his side's centenary campaign.
Atletico have offered Jorge a five year deal and Gil is pleased to have got his man, saying: "The transfer of Jorge, in spite of all the reports to the contrary, has been confirmed.
"I am very content because he is very athletic and players like him, Luis Garcia and Esteban are ones we have lacked.
"Also players like Albertini and Emerson, they will make a difference, but this is the type of player we need."
Jorge said: "Atletico is one of the great teams in Spain, they have a good team with veterans and stars, in addition they have a great coach in Luis Aragones.
"It will be an important jump in my career and a radical change in my life, as I will leave home."
Having made his debut two seasons ago in the First Division, Jorge has played 35 times and scored seven times.
