The pair have been long-term targets for 'Los Rojiblancos', and ex-Mallorca coach Gregorio Manzano, now in charge at Atletico, is keen to lure his former charges to El Vicente Calderon.
Atletico director of sport Toni Munoz insisted talks with their Primera rivals were progressing satisfactorily and was hopeful a double deal would soon be completed.
"The negotiations to incorporate Novo and Ibagaza (pictured) are going well and we are confident they will work out fine," Munoz declared.
Novo, 25, who like Ibagaza, 26, has a contract with Mallorca that expires at the end of next season, is keen for his future to be clarified but hinted he was attracted by a move to Atletico.
"At the moment the clubs are talking and little else and I am still training with Mallorca until they tell me something," said the right-sided midfielder.
"However, the best thing would be to resolve the issue as soon as possible, even though I know the negotiations have been difficult.
"A player always wants to take a step up in his career to win more things and Atletico are building a strong team, so it is not a bad option."
Atletico have been busy in the transfer market this summer having already signed former favourite Diego Simeone, Greek striker Demis Nikolaidis, midfielder Nano, winger Kiki Musampa and former Real Madrid striker Rodrigo Fabri.
