The Argentine has agreed a five-year deal at the Vicente Calderon, and insists he is joining one of the ten biggest clubs in Europe.
"I am very happy to have signed because for me this is a very big club," the former Mallorca custodian stated.
"This can not be denied because they are amongst the ten best teams in Europe.
"I was in Argentina when they (Atletico) called me and I took the first plane back to Spain so I could sign."
Franco will be linking up with former Mallorca team-mates Ariel Ibagaza and Alvaro Novo at Atletico, and admitted he was looking forward to renewing acquaintance with the duo.
"They are footballers that I know well and I have a good relationship with the boys that were at Mallorca," he added.
