The Argentine international joined Villarreal in January after the club paid £5 million-half the player's transfer fee- in order to bring him to stay Spain and they are prepared to pay the rest of the fee to keep Palermo on a permanent deal.
The 27-year-old hit-man has failed to impress since his move, but despite his indifferent form the club are keen to sign Palermo on a long-term deal.
Villarreal director Jose Manuel Llaneza has traveled to Buenos Aires to discuss the deal with Boca officials and they are hoping to get him for a smaller fee than first suggested.
The Spanish outfit's president Fernando Roig admitted the only problem to the deal going through was the fee being agreed between both clubs.
"Our idea is to purchase Martin outright because we are very happy with him," said Roig. "The only problem is the money, about which we will have to negotiate with Boca, although our intention is to pay off the remainder of his transfer fee over the span of a year."
"If we are buying him it's because we want him with us for many years to come," said Roig. "We don't want to sell him off to anyone."
