Villarreal president Fernando Roig said earlier in the month that the forgotten Inter midfielder would be a useful addition, and the club tied up the formalities of the deal on Monday.
The ex-Valencia midfielder has been desperate for first-team football after failing to earn a regular place under Hector Cuper in Serie A.
The move is a notable coup for Villarreal, with spokesman Jose Manuel Llaneza saying: "This is very good news for us.
"It is great because we can now confirm it as fact."
Farinos did not return to Italy having played for Comunidad Valenciana against Yugoslavia, instead staying in Spain to strike a deal.
After undergoing a routine medical, the 24-year-old will join up with his new team-mates for training on Tuesday morning.
"Farinos is a great player and he is surely the player we are looking for," added Roig.
