The Argentine international has fallen out of favour at Villarreal and has been informed that he has no future at the club.
The Primera outfit brought in Jose Mari over the summer to bolster their striking options and are now looking to offload Palermo.
The 29-year-old was linked with a return to former club Boca Juniors, but insisted he wanted to continue his career in Europe, and now looks set to get his wish with Sporting.
"I hope that everything is resolved as soon as possible, because I don't want to be in this uncertain position much longer," said Palermo.
"I just want to play football, score goals and play for my country again.
"Sporting are one of the most important teams in the country and always play in Europe."
The Lisbon giants have money to spend after the sale of Cristiano Ronaldo to Manchester United, and are looking for reinforcements.
