The Uruguay international goalkeeper saw a move to Highbury collapse after The Gunners expressed concern at the results of his medical.
The 22-year-old is still chasing a move to Europe and Villarreal could now offer him that chance.
The Yellow Submarines are looking to add more cover to their goalkeeping roster having seen first-choice Jose Reina leave for Liverpool earlier in the summer.
They have already brought in Argentine youngster Mariano Barbosa, but are now closing on a deal for Viera.
Reports suggest that talks between the club and the player's agent Daniel Fonseca are well advanced and an agreement could be reached early next week.
However, sources in Italy claim that Villarreal are also weighing up a move for Lazio's out-of-favour custodian Matteo Sereni.
Villarreal boss Manuel Pellegrini is also chasing a central defender having qualified for the group stages of the UEFA Champions League, but will have to move quickly ahead of next week's transfer deadline.
