The 27-year-old has already been informed by HSV coach Thomas Doll that he will not be required for the upcoming Bundesliga campaign, after spending the second half of last season on loan at Mallorca.
Hamburg are unlikely to recoup any of the club record é¼5.65 million they shelled out for the forward in 2002, but are looking to remove his substantial wages from the club's books.
Romeo confirmed in the German press that he is deep into talks with the Greek outfit, who have dropped their attempts to sign former Osasuna striker John Aloisi.
"It's looking good, the deal is about 50 percent through," Romeo told Bild.
However, in a separate interview, Romeo also confirmed that he would be speaking to a Moscow side after they showed persistence in chasing his signature - although he would have preferred to continue his stay in La Liga.
"My agent has already spoken with the officials of the Greek team," said Romeo. "Now I am going to do the same.
"After that I am going to have some conversations with the officials of Moscow because they have showed interest in me and just because of that I think they deserve to have a chat with me.
"Then I will decide which is the best project for my career and then I will make a decision.
"I would have liked to stay at Mallorca for some more time but it seems to be that Hamburg has asked for too much money for a new loan and they didn't want or couldn't pay it, so the options that I have come from Greece and Russia."
