The Uruguayan midfielder was fuming to hear that the Cantabrian official would be taking charge of this weekend's clash between Osasuna and Levante.
Teixeira Vitienes sent Garcia off in Osasuna's defeat at Atletico Madrid earlier in the season, with the second booking coming after what appeared a very innocuous foul (pictured).
The dismissal led Garcia to claim that Teixeira Vitienes had dismissed him because he was a South American, and always singled him out for harsh treatment.
After learning he would be coming face to face with the official again this weekend, the 27-year-old has expressed his disgust, labelling the official as the 'worst in the history of football'.
"He is the worst referee in the history of football," Garcia blasted.
"The truth is that I don't like him at all, and he is the worst in the league.
"He sent me off (at Atletico) and it was a terrible decision.
"I am aware that these words will do me no favours but it's how and I feel, and the truth. He is very, very bad.
"I don't like putting pressure on referees, but it's the truth.
"In the game against Atletico after the first sign of tension he came over to talk only to me, when it involved two people."
