The Primera new-boys claimed they had ended their interest in the 32-year-old because of 'a lack of seriousness and professionalism from the player's agents'.
It is believed that Zagorakis's representatives were playing Levante and Bologna off against each other, and the Spaniards have subsequently pulled out of the talks.
Zagorakis is believed to have now agreed a two-year deal with Bologna, and should tie up the transfer in the coming days.
There was better new for Levante elsewhere on the transfer front, however, as they concluded a deal to sign Malaga midfielder Juanma Gomez.
'Juanma' joins former Malaga team-mate Nacho Perez at the Estadio Cuidad de Valencia and will become the club's sixth signing of the close season.
"Levante are constructing a team to be in the Primera, but I already said last season they were good enough to be in this division," Juanma stated.
"It's an exciting project and I arrive with a lot of desire to do well."
