The former Birmingham forward, who spent last season on loan at Inter Milan, has played just one game this season after falling out with the Lazio board.
A number of Premier League sides were linked with a move for the 25-year-old in the January transfer window, though it appears Kiev stole a march on their rivals in recent days.
Zarate's agent, Luis Ruzzi, revealed on Wednesday that the Ukrainian club had offered €8million (£6.9m) for the forward and that a move was close.
However, the deal appears to have stalled, with Zarate taking to Twitter to slam Lazio president Claudio Lotito for allegedly causing the deal to collapse.
"There is no problem of a clause [as Lotito says]. These are all things that your president is fabricating," he said via his official Twitter account.
"He asks one fee, it is accepted and afterwards he asks for more. I see that he wants me to remain here a year-and-a-half more.
"People, I have to stay but it's not my choice. It's a president's decision".
