Juventus officials have reportedly decided to let the unsettled Dutchman leave Delle Alpi after striking a deal with the Roman club.
The extension of the Italian transfer window has enabled the clubs to continue negotiations for the transfer of Davids.
Juve will be happy to have commanded such a high asking price for Davids, despite him not being eligible for the Champions League.
Davids' move to Stadio Olimpico is expected to go through on Tuesday, and the Turin giants have already begun eyeing up his replacement.
Inter's Cristiano Zanetti is thought to be general manager Luciano Moggi's first choice, with Gianluca Zambrotta heading in the other direction.
Emre is another target from Inter, while Milan's Massimo Ambrosini is a more unlikely target for Juve.
Coach Marcello Lippi is thought to have fallen out with Davids, leading to his transfer, and he will have to move in the transfer market to bring in a big name replacement to appease the unrest among the Juve faithful.
