Eugenio Corini was the hero for the home side as his two first-half penalties gave them the three points despite Christian Vieri's goal.
Turkish international Okan was dismissed for Inter just after the half-hour mark and the two-goal hero for Chievo followed him in the final minute of the game as he collected his second yellow card.
Corini's penalties came either side of Okan's dismissal and sent The Flying Donkeys into the break 2-0 up and with a man extra.
Hector Cuper's table-toppers were still not about to lay down and Vieri reduced the arrears after 69 minutes but Chievo held on despite Corini's red card before the final whistle.
Inter stay three points clear at the top despite the defeat while brave Chievo still continue to trouble the big guns in Serie A and move into fifth spot and are right in the hunt for a European place.
Roma continued with their stuttering form as they were held to a goalless draw at home to Brescia.
The hosts are languishing in eigth place in Serie A and are well off the pace from the leaders, and they showed no signs of returning to form as they could not find a way past a stubborn Brescia side.
