The Panathinaikos midfielder has agreed to move to the Giuseppe Meazza in the summer on a free transfer.
Moratti is delighted to have landed the midfield schemer and admitted he could be the first of many new signings.
"For the future it's clear we'll do something, also if we are facing a blocked situation," said Moratti.
"I think it will be a market based especially on changes. At the moment we've bought midfielder Karagounis from Panathinaikos on a free transfer.
"He's a good player, it's a good coup."
Meanwhile, Moratti has again denied reports that Hector Cuper could be on his way out of the club in the summer.
Cuper's future has been the subject of intense speculation with Lazio coach Roberto Mancini strongly linked with the job.
With Lazio facing Inter this weekend speculation has intensified surrounding Cuper and Mancini but Moratti insists he is happy with the Argentine coach.
"I've never contacted other coaches," said Moratti. "I imagine a few more headlines about Inter-Lazio, like 'Cuper against his successor Mancini'.
"The truth is another one and clear - Cuper will surely have his third season with us, and on his contract there is a fourth one.
"Cuper knew from the beginning that he hasn't an easy life, but he's facing the situation in the right way.
"It's clear we would have the will to see Inter play well and get good results, but judging Cuper you can't forget the difficulties of this season with the big number of injuries we have had."
