Milan or Internazionale had been linked with an imminent move for the former Manchester United man.
The former Old Trafford star is one of the four players who have not accepted a reduction in wages, including the offer of shares in the Roman club.
Juventus have also been linked with the powerful Dutchman but he had looked likely to move to either Internazionale or Milan as the two battled it out for his signature.
Stam, however, has returned for pre-season training with the Biancazzurri, and Mancini has insisted that he will be staying at Stadio Olimpico.
"Are people sure Stam will go to Milan? Because I know a lot of people who are confident he will stay with us in Rome," said Mancini.
"The player is not for sale, so I am quite sure that he will represent Lazio next term too and so will Bernardo Corradi and Dejan Stankovic."
After signing Ousmane Dabo and Luciano Zauri from Atalanta, Mancini is trying to lure Udinese trio of David Pizarro, Alberto and Martin Jorgensen to the club.
Mancini is hopeful that his squad can challenge for the title next term, with or without the Udinese threesome.
"I did not believe it could be so hard. So far, I had to deal with little problems.
"I am a bit tired, but still confident that next term we will be fighting for the Scudetto, even if these players should not come."
