The 26-year-old has been linked with both clubs but Chievo president Luca Campedelli has hinted that his player is more likely to move to the Italian capital.
He also played down rumours that Roma's emerging star Daniele De Rossi would definitely be part of the deal.
"We want to sell and Roma want to buy," he said. "My sporting director Sartori told me that De Rossi is an important part of the negotiation for Legrottaglie.
"I can't confirm this. I look at the economical aspect of the deal, while Sartori sorts out the technical side. A cash sum could also be a possible solution.
"But Roma's economic offer for our defender could be too good to turn down."
Legrottaglie has said that he does not mind where he plays next season but wants any deal to go through as quickly as possible.
He told weekly paper Controcampo: "I'm on holiday with my mobile still on and I will wait.
"Whoever makes the first offer or the better one doesn't bother me - for me there is no preference.
"What can I say? Juventus - They have big players and the Scudetto on their jerseys.
"As for Roma - there is Capello, who alone is a guarantee of big things.
"I've faith in Chievo and in my agent Moreno Roggi. I just wish they would hurry up."
