A £10 million deal had been agreed between the two clubs, but the move broke down when the player and club failed to reach a compromise over personal terms.
Lucio claims to have received a flood of offers in the last few weeks, but has decided to spend the next season at the BayArena.
"I have decided to play for a further year with Bayer Leverkusen," Lucio said in a statement. "We have a strong squad and my family and I feel good in Germany."
Reports emerged on Saturday that Juventus were planning to hijack Roma`s raid for Lucio, and he has confirmed the Turin club were in for him despite their later denials.
He added: "I have received several offers from top European teams in the last few weeks, among them Roma and Juventus.
"If I had opted to change teams then it would have been to Juventus, who are Italian champions and rank among the top teams in Europe."
