Leverkusen are expected to cash-in on their World Cup winning Brazilian as the club needs to cut their budget after missing out for Europe, as they only just escaped relegation last season.
A é¼14 million bid from Juventus had been tabled for the classy defender and Roma had also showed an interest in the 25-year-old, but failed to agree personal terms with Lucio, who is tied to the BayArena until 2007.
The player himself has recently stressed that he wants to remain with Bayer at least for another year, but if Milan should be ready to meet Leverkusen's price-tag of é¼20 million, the player could be on his way to the Giuseppe Meazza soon.
Juventus are likely to battle Milan all the way for Lucio's signature, with Roma now out of the running for the South American after signing Cristian Chivu.
