The winger has been frequently linked with a move to Roberto Mancini's side, along with Scudetto challengers Juventus, although has now rejected notions of a summer departure.
"It has been said everything, that I had to leave, that I am going to Turin, to Milan, but for me everything is clear. I want to stay at Lazio and I'd like to finish my career here," Cesar told Corriere dello Sport.
The Brazilian has been in impressive form in the Italian capital this term and revealed that talks about a new deal at Stadio Olimpico have been progressing now Lazio are on a sounder financial footing.
The club had to postpone contract talks with a number of stars after undergoing problems with the inland revenue, although president Claudio Lotito is now attempting to build a strong squad and keep his star performers.
"I've spoken a few times with president Lotito, after the club's financial salvation, he gave me guarantees," Cesar continued.
"Everything is possible, but my intention is to close my career here.
"Money doesn't count, what counts is the environment and I feel really good in Rome."
