The Rossoneri are set to revamp after finishing a disappointing eighth in Serie A last term and failing to qualify for European football for the first time in 16 years.
But Berlusconi believes there is a future at the club for Balotelli, who joined Milan in January last year from Manchester City and still has three-and-a-half years left on his contract.
Berlusconi told reporters: "AC Milan must return to have a lead role in Italy, in Europe and in the world.
"Balotelli? I believe that he will stay and will be part of the new team."
Reports in Italy claim Milan are planning to dismiss boss Clarence Seedorf and promote youth-team coach Filippo Inzaghi.
Berlusconi added: "Inzaghi? I've seen him very determined, hungry for victory and absolutely in line with everything we want Milan to be. We want a team who wins and entertains the fans.
"There are different options we have in the transfer market. We hope to put a team out on the pitch next year that can begin a new cycle and take advantage of the fact we will only be playing once a week.
"Seedorf? We'll see the solution that we manage to find. Am I disappointed for him? Let's talk about the future, the past is behind us."
