Vidigal has accepted a one-year offer to link up again with coach Franco Colomba, who worked with the 31-year-old at Napoli.
Colomba played a key role in recruiting Vidigal, who was linked with a switch to Charlton Athletic last summer.
The former Sporting Lisbon ace spent four years with Napoli and is looking forward to playing in the top flight with Livorno.
"With president Aldo Spinelli, there haven't been any problems, the same with coach Franco Colomba, a coach who is able to motivate me," said Vidigal.
"We will certainly play a good season, we will achieve survival and I'll obtain the Portuguese jersey again.
"I'm looking forward to starting working with my new team-mates."
Vidigal is hoping his move to Livorno will reignite his international prospects after Luiz Felipe Scolari overlooked the midfielder for Euro 2004.
He added: "Felipe Scolari didn't consider me for Euro 2004 due to the fact that I was playing in Serie B but now I hope to have the possibility to be seen like the other Portuguese players who are abroad.
"I'd like to be part of the plan that will be born after the disappointment of Euro 2004."
