In a meeting between Italy's club presidents and the Italian Football Federation this week, it was decided that the current immigration rules for non-EU players wanting to play in Italy will not be relaxed.
Serie A clubs will now have to maintain their respective quotas for non-EU players, meaning Chievo will have to sell one of their foreign players before a contract can be offered to Yanagisawa.
The new laws, however, are likely to benefit Sampdoria, who are also keeping tabs on the 25-year-old Kashima Antlers star.
If promoted, Serie B clubs can increase the number of non-EU players allowed on each team from one to three. This will allow Sampdoria to sign Yanagisawa without any difficulties.
Although reports indicate Yanagisawa has already signed a pre-contract with Chievo, recent events might suggest he could opt for Sampdoria instead.
