The Sweden U21 international moved to Germany in January 2012, but has struggled for game time since Stale Solbakken left the club last summer for an ill-fated spell at Wolves.
Ishak spent the second half of last season on loan in Switzerland with FC St Gallen and was expected to be on the move during the current transfer window.
Parma believe he has enough potential to deserve a long-term deal in Italy, but the 20-year-old is aware of the need to be patient and admits he would be willing to head out on loan again in an effort to get important minutes under his belt.
Ishak told Fotbolltransfers.com: "It feels terrific.
"I had other options, but finally I decided to go there and see what they had to tell me.
"I had a good talk with sporting director Pietro Leonardi. They have been keeping tabs on me and have got a plan for me.
"As Parma have signed me for four years, they have got confidence in me. I am realistic, I know that players like (Antonio) Cassano and Amauri will play before me.
"Therefore, I have suggested that I might join another club on loan to get playing time. I am open to that."
