The 19-year-old is under contract at Hamburg until June 2016 after joining the club in the summer of 2012 from Karlsruhe.
He spent the last campaign back on loan at Karlsruhe, scoring 14 goals in 31 appearances, before returning to Hamburg.
Calhanoglu burst on to the scene for Hamburg as a substitute, scoring in his first minute against Braunschweig in the fourth game of the season.
Galatasaray have recently been linked with a bid, but Kreuzer told Hamburger Abendblatt newspaper: "Of course, every player has a price.
"We do not have any interest in selling him. Hakan is keen on making himself a name in the Bundesliga."
The attacking midfielder has established himself as a first-team regular for Hamburg, who sit 11th on 16 points in the Bundesliga.
