The German club are actively seeking a replacement for Bayern Munich-bound Claudio Pizarro (pictured), and see Tomas as an ideal acquisition.
Bremen sports director Klaus Allofs recently travelled to Portugal to assess the forward, and came away with a positive impression.
Tomas still has three years to run on his contract, and Benfica are likely to demand a fee in the region of £3 million for the 26-year-old.
Joao Tomas, who has also been linked with Spanish side Real Betis, said he was "proud" to know that Werder Bremen are considering him, but refused to say anything more on the subject, as he is still under contract.
When asked about Werder, the former Academica ace said: "It is nice to know that they are interested, but I prefer to think only about Benfica.
"Recently I was told the club would like to review my contract to raise my wages, but that may only happen when the new season starts.
"So, for now, I prefer to wait and see."
