Werder Bremen striker Pizarro passed a medical on Thursday and then signed his deal at the Hotel Vierjahreszeiten.
"Bayern Munich's package was more attractive in both football and financial terms," said the Peruvian international. "I'm delighted to be playing for Bayern Munich."
Vice-president Karl-Heinz Rumenigge has insisted that both Lizarazu and Elber will be team-mates of the new arrival next season, despite much debate over their future at the Olympic Stadium.
French full back Lizarazu has been courted by Manchester United while Brazilian forward Elber has admitted to being attracted by life in Italy or Spain.
"Elber and Lizarazu will definitely be playing for Bayern in the coming season," Rumenigge told the official Bayern website.
"Both have valid contracts with us and there is no circumstances in which they will be released early."
Rumenigge also denied comments attributed to Elber on his personal website, insisting these were not the thoughts of the South American striker.
"It was neither Elber nor us making these statements," he added. "We will be talking to Giovane Elber's website provider, as we cannot allow this to continue.
"Neither we nor Giovane has spoken to these people in recent days."
