The 25-year-old has agreed a three-year deal at the Weser Stadion and will move on a free transfer.
Bremen sports director Klaus Allofs said: "He is good on the ball, quick and plays in a position where we need to strengthen our squad."
Meanwhile, Bayer boss Rudi Voller has indicated that penalty-taking goalkeeper Hans-Jorg Butt could be leaving the club at the end of the season.
"We know what we have in Jorg, but it is simply a financial question," Voller said.
"It is obvious that we won't be offering him a new deal to the same conditions as his current one."
Butt has been with the club since 2001 helping them to the UEFA Champions League final in 2002.
