The 27-year-old attacking midfielder spent 13 years with Bremen before choosing not to extend his contract, which expires this summer.
Wolfsburg have now reached an agreement with the former Germany Under-21 international, who has already made 215 Bundesliga appearances.
"We're really pleased that Aaron Hunt has decided to join Wolfsburg," said the club's director of sport Klaus Allofs.
"He would like to take the next step in his career with us. Even though he is already 27 and has so much experience, Aaron is a player who can still get even better."
Having played six seasons in the Champions League for Bremen, and been involved in eight Europa League campaigns, Hunt joins a club who can once again offer him European football next season.
"They are giving me the chance to play regularly at the highest level," Hunt said.
"I had spent a long time in Bremen and achieved a lot with Werder, and they were really fantastic years, but the time to try something different had arrived.
"I'm now looking forward to getting to know my new team-mates and to the challenges that face me with Wolfsburg."
Wolfsburg coach Dieter Hecking is also glad to have a player who netted two goals on his final home appearance for Bremen last season.
"He's a real all-rounder," Hecking said. "He can play in practically every position across the midfield and is always very dangerous in front of goal, and that makes him precisely the player we were looking for.
"He has also played many games in the Bundesliga and in Europe, and he will pass that experience on to our young team."
