Deisler has not played for his country for 12 months after suffering from depression for the bulk of last season.
The Bayern Munich midfielder picked up the last of his 20 caps in a Euro 2004 qualifier against Iceland last September but is in the squad to face Brazil.
He has returned to form this term and was only left out of last month's clash against Austria at the request of his club coach Felix Magath.
Klinsmann has now brought the 24-year-old back in to the national fold for Wednesday's meeting against the world champions in Berlin.
The new German chief has also included Deisler's Bayern colleague Andreas Gorlitz in the squad for the first time.
Chelsea defender Robert Huth has been named in the 20-man squad but there is still no place for Liverpool midfielder Dietmar Hamann, who was absent for the friendly with Austria.
Klinsmann must also contend with the absences of injured defensive trio Jens Nowotny, Arne Friedrich and Christian Worns.
