Starke has just endured a miserable season on loan at Hamburg, making little impression at the AOL-Arena.
The German Under-21 keeper failed to force himself into the Hamburg first-team set-up and found himself behind Stefan Wachter and Martin Pieckenha in the goalkeeping pecking-order.
Freiburg's offer would seemingly come with the promise of regular football - saving the player another season on the Leverkusen bench, where he plays understudy to No.1 keeper Hans-Jorg Butt.(pictured)
It has been reported that Freiburg boss Volker Finke regards the talented but still inconsistent Starke as a potential long-term successor to Richard Golz.
