The 39-year-old is likely to provide back-up to number one Bernd Leno next season when Leverkusen return to the Champions League.
"Following the departure of Michael Rensing, we were looking for an experienced number two goalkeeper who we would have no qualms about playing, should Bernd Leno be unavailable," said Leverkusen's director of sport Rudi Voller.
"Bernd will be able to learn from him in training each day."
Palop won the UEFA Cup with his former club and therefore will bring European experience to the side for the upcoming season, while a change in scenery at the end of his career was his inspiration for moving to the Bundesliga.
"I'm really glad that after all of these years in the Primera Division, I can now play abroad," he said.
"The Bundesliga has become very interesting for players throughout Europe and of course Leverkusen, being a leading German side and participant in the Champions League, are a particularly attractive club for me."
