The Hannover striker had agreed personal terms with the Zebras, but failed a medical and will not now join the Bundesliga strugglers.
Duisburg were advised against signing the 25-year-old after the team doctors revealed Idrissou's knee problem was still apparent.
Further bad news for Duisburg manager Jurgen Kohler is that Bosnian international Ivica Grlic will miss the team's winter training camp in Spain after suffering a hairline fracture in a training ground incident.
The 30-year-old former Alemannia Aachen star will remain in Germany in an effort to regain his fitness for the restart of the Bundesliga campaign later this month.
