The Norway international midfielder spent the 2013/14 campaign on loan in the German capital after being deemed surplus to requirements at Hamburg.
He remains under contract at his parent club until 2015, but it is expected that he will be on the move this summer.
Hertha are eager to ensure that he returns to their plans for next season, but transfer talks have yet to produce a positive outcome.
There is a desire on all sides for a deal to be done, but the setting of a fee is proving to be a stumbling block.
Hertha's general manager Michael Preetz told kicker-Spotmagazin: "We are very interested in the signature of Per Ciljan Skjelbred and we are in ongoing talks with Hamburg.
"At the moment, Hamburg are looking for compensation that we are unable to agree to.
"If nothing changes, we would not sign the player permanently then."
