Frustrated about his inability to make it into Dortmund's first team, the homesick 23-year-old returned to his native Argentina.
He had hopeed to agree a deal with River Plate before he realised that Dortmund would urge Fifa to ban him from playing professional football unless he returned.
"The least we expect is an apology from the player, but lip service is one thing, the other is that he is ready to prove himself. If he is ready to get integrated he'll get a second chance," declared coach Matthias Sammer.
Fernandez joined Dortmund in May 2002 in a é¼1,65 million move from Estudiantes de La Plata.
In other news, Dortmund have moved quickly to replace departing goalkeeper Jens Lehmann by signing French keeper Guillaume Warmuz.
The former Lens shot-stopper received an offer from the Bundesliga outfit just a few hours after he agreed to join Spanish side Alaves.
Warmuz, who had a brief stint at Arsenal last season, flew to Germany from Spain and is expected to sign a one-year deal at Westfalenstadion some time on Saturday, with the option of a further 12 months deal based on his performances.
The experienced custodian has already passed a medical and looks like competing for the number one jersey with youngster Roman Weidenfeller next term.
