Gundogan is currently under contract at Dortmund until 2015, but has been heavily linked with a move to Real Madrid next summer.
Arsenal and Manchester United are also reported to be interested in the Germany international, who is presently sidelined with a back injury.
Talks over a new deal have been on hold during Gundogan's recovery, but Zorc outlined Dortmund's intention to hang on to the 23-year-old.
"Of course, we are very interested in signing a new contract with Ilkay Gundogan," Zorc told kicker-Sportmagazin.
"Due to the injury that Ilkay Gundogan is out with at the moment, talks regarding a new deal have stalled, but we are keen to soon resume negotiations on a new contract."
Meanwhile, Zorc also stated that Dortmund have no plans to spend heavily in upcoming transfer windows following the summer acquisitions of Henrikh Mkhitaryan and Pierre-Emerick Aubameyang.
Mkhitaryan cost Dortmund €27.5million (£23m) from Shakthar Donetsk following the departure of Mario Gotze to Bayern Munich, but Zorc played down the likelihood of future big-money arrivals.
He added: "A transfer like the deal with Henrikh Mkhitaryan was well inside the financial limits, but we will be unable to touch a financial limit like this season every season.
"Our main policy is to not go for such deals year in, year out. We do not want that to happen."
