Ajax have always been keen on the FC Twente winger but there was also big interest from abroad.
Bayern Munich, Tottenham, Everton and Manchester City were amongst a clutch of clubs considering a move for the highly-rated left-sider.
But Elia - who recently received his maiden call-up to the Dutch senior squad - has decided he is willing to remain in Holland and join Ajax.
New Ajax boss Martin Jol is understood to be playing a major role in persuading Elia to move to Amsterdam and he appears to have won the race for his signature.
Jol wanted Elia when he was Hamburg boss, and he has maintained his fondness for the player following his switch to Ajax.
The 22-year-old is now expected to seal his move back to Ajax in the coming weeks. He actually began his career in the club's famed academy, but he was released.
Meanwhile, one player remaining at Twente is Chelsea defender Slobodan Rajkovic.
The 20-year-old played 13 games for the Eredivisie side last season and has been told he is not part of Chelsea's plans for the campaign ahead.
He was suspended for the first half of the 2008/09 season for allegedly spitting at a referee during a Serbia Under-21 match. He was initially given a one-year ban but it was lifted after several months.
It will be Rajkovic's third season in the Dutch top flight as he also spent the 2007/08 campaign on loan at PSV Eindhoven.
