The 23-year-old spent much of last term on loan at AZ Alkmaar and it was thought that he would stay at the club next season - again on a loan basis.
But PSV have decided to let him go to Utrecht, where he will have a chance to develop his career.
PSV technical director Frank Arnesen said: "I am happy that Lamey can go to FC Utrecht, because of the fact that they are playing European football next season.
"Lamey can gain the necessary international experience."
The player has a history of spending time on loan. He played the 2001/2002 season at RKC Waalwijk on a temporary basis.
One player who is not happy with the Lamey deal is Aalborg BK defender Brian Piske.
He looked set to sign for Utrecht but has lost out to the PSV man.
"I must say that I am deeply disappointed if it correct," he said. "We had agreed about everything - just the signature was missing."
