The Mexican international has offers from a number of teams, but he admits the deal from PSV is the most attractive proposition.
"There are several teams interested in me, I have known this for some time but nothing official has happened yet cause of different reasons," Guardado told Medio Tiempo.
"What I can say is that the most attractive offer has been from PSV. I think that it's also attractive for Atlas.
"I hope that the meeting between my agent and the officials of Atlas have a happy ending for everyone. I have the dream of playing in Europe so I expect that when my agent gets in touch with me it's with good news.
"It would be very important for me to sign a four-year deal at PSV. In addition to that as Carlos Salcido is already playing there I will not have any problem in getting adapted correctly."
Atlas have yet to agree terms with PSV but it is thought a deal is close.
Meanwhile, goalkeeper Oscar Moens has confirmed his retirement from football
"There comes a point in life to do something different and that point has come now," Moens explained.
Another player to have ended his PSV career is Roy Beerens.
The 19-year-old youth striker has shunned the opportunity to remain at the Philips Stadion and has signed for Heerenveen on a three-year deal.
Beerens is the second deal concluded in recent days by Heerenveen after they also tied young left-back Calvin Jong-A-Pin to a new four-year contract.
