The Ivory Coast ace has again seen a proposed exit from Roda collapse after he missed out on a move to Ajax last summer.
Ajax pulled out of the deal on medical grounds, though tests later proved Kone was not suffering from any heart problems.
Benfica have been trying to take Kone to Portugal for the past two months but it appears they lack the necessary financial clout.
Kone's agent Serge Trimpont confirmed Benfica were interested in the forward but have been forced to ditch their plans to sign the African.
"I have spoken with Benfica," Trimpont told Algemeen Dagblad. "But this club has no money at all to sign him.
"Benfica is no longer an option."
Kone only signed a new contract at Roda in May, which ties him to the club until 2008, and he was expected to put a transfer on hold until next year.
