Salmon was keen to quit Groningen after spending the second half of last season on loan at NAC Breda.
NAC offered the South African a permanent contract, while AZ Alkmaar and Heerenveen were also thought to be interested.
But Salmon has opted to end almost a decade in Dutch football after agreeing a two-year contract with Greek side PAOK.
Meanwhile, Groningen have given a trial to Brazilian defender Leandro Castan, who will spend a week training with the club.
Castan has been playing for Atletico Mineiro in his homeland, but is available on a free transfer.
Groningen general director Hans Nijland told the club's official website: "Leandro Castan is interesting for us because he has already played at the highest level for a couple of seasons.
"He is available on a free transfer and he is considered for an Italian passport."
