Booy had another year left on his contract with Utrecht, but he has now opted for a move to Saudi Arabia.
"We don't begrudge him his new challenge and it is a logical step in his career," said chairman Jan Willem van Dop on the club's website.
"Foeke has meant a lot for the club."
Co Adriaanse, Gert Kruys and Frans Adelaar are all in the picture to replace Booy.
One of Booy's last jobs before leaves was to extend the contracts of Alje Schut and Lucian Sanmartean.
Schut had penned a one-year extension with an option for two more, while Sanmartean has also signed up until June 2008.
Meanwhile, Utrecht veteran Jean-Paul de Jong (pictured) has confirmed his retirement from football.
"Actually I'm finding it very tough to quit as an active professional footballer," said the 37-year-old.
