Hofs' present deal is due to expire at the end of the season and he has attracted attention from a host of clubs, headed by PSV Eindhoven, Twente, Aston Villa and Perugia.
The Dutch Under-21 international is aware of the interest and is seemingly holding out to assess his options.
Vitesse are desperate to thrash out a new deal but talks have yet to result in a positive outcome.
A similar scenario surrounds the future of keeper Dragoslav Jevric, who has yet to concur on terms despite having just over six months to run on his present deal.
"He is the national goalkeeper of the Serbian squad, so he doesn't have to worry about his future," said Jevric's agent Gordon Stipic.
"Dragoslav enjoys it at Vitesse, but that's no reason for accepting a lowered offer."
