Hart produced a string of outstanding saves to frustrate the German champions in their UEFA Champions League Group D encounter until Marco Reus finally broke through after swooping on a poor pass from Jack Rodwell after 62 minutes.
City looked set for back-to-back defeats to start their campaign until they were awarded a contentious late penalty, which Mario Balotelli converted, with Neven Subotic harshly ruled to have handled Sergio Aguero's shot.
"We've got to be happy with a point," Hart told Sky Sports. "It could have been 10-10, I thought their keeper was fantastic.
"We needed a point from the game. It would have been nice to win, but the group is still alive for us.
"I thought Borussia Dortmund were different class. It took a good defensive effort to keep it at one.
"The pass was a bit short and they took the goal well, but we moved on and Mario took his goal well. They were getting chances with four at the back or even 10 at the back. They were always going to get chances.
"I hope it wasn't a wasted effort, we are focused on qualifying from this group, but for them to be the seed four team shows what a group we're in."
