The AC Milan midfielder was recalled to Luiz Felipe Scolari's side earlier this year, but has not figured since March's friendly double-header against Italy and Russia.
Kaka has been in fine form since his Serie A return, netting three times in eight league games, and Parreira insists that the 31-year-old could add to his 87 caps at next summer's showpiece.
"I think what harmed Kaká was that he stayed without playing for too long," he told UOL.
"He was 3 seasons without playing, without chance. But we like him.
"We are following him. So he does have chances. The final list will be announced on May 7."
Meanwhile, Kaka's former Milan team-mate, Ronaldinho, says he is hoping to work his way back into the squad in time for the World Cup.
The 33-year-old has not figured in any of Scolari's sides since April's friendly draw with Chile, having been recalled to the national set-up earlier in the year.
Ronaldinho has been ruled out since September with a torn groin, but remains optimistic of being involved in the FIFA Club World Cup this month with Atletico Mineiro, where he aims to impress the Brazil boss.
"Anything can happen. The plan is get back to the form I showed before the injury," he told FIFA.com.
"My objective is to be right physically, to be able to hit the same high standards I was managing before.
"I'm always working hard to improve. If there is a chance of playing in the World Cup, I'll be ready, and I'll be at my peak. My goal is to always be at my best."
Ronaldinho has been capped 97 times by his country and says he is keen to work with Scolari again.
"It was great to be back with the national squad. Luiz Felipe Scolari and I have won so much together and we have a good relationship," he said.
"He is a very direct person and is always open with me.
"I know that there are still opportunities available for those who are playing well. He seems to have the core of his squad decided, but whoever is in good form at the right time will go too."
