Television footage from German broadcaster ZDF captured the incident that occurred during The Three Lions' 3-0 victory over Kubi Kuhn's side.
Uefa have conceded the Rennes striker may have spat towards the Liverpool man, and are now gathering further evidence before making a decision on Frei.
"It appears from the footage that the Swiss player might have spat against the neck of his English opponent," read a Uefa statement.
"Before issuing any disciplinary charge, Uefa wishes to collect further evidence including the statements of the parties concerned."
Italy forward Francesco Totti was recently handed a three-match ban after being found guilty of spitting at Denmark's Christian Poulsen in their draw last Monday.
