The former Germany boss has recalled Hibernian midfielder Ian Murray, but Southampton left winger Neil McCann has withdrawn from the squad with a hamstring problem.
The next qualifiers are crucial for the Scots, who were left frustrated in a goalless draw with Slovenia at Hampden Park to start their World Cup campaign last month.
They face the Norwegians at Hampden on Saturday before travelling to Moldova to face the former Soviet Republic a week on Wednesday.
