Fletcher spent two years estranged from national boss Craig Levein but the pair have resolved their differences and fans will hope the Sunderland striker can transfer his hot streak - five Premier League goals so far this term - from club to county.
Another Fletcher, Manchester United's Darren, will also start in Cardiff, as well as reclaiming the armband after his long battle with a chronic bowel condition.
Scott Brown, James Forrest and Andy Webster did not train with the rest of the squad before their arrival in Wales on Thursday evening but injuries to all three have been described by Levein as mere 'niggles'.
Scotland drew their first two games while Wales suffered two defeats - most recently a humiliating 6-1 thrashing at the hands of group leaders Serbia in Novi Sad.
Celtic defender Adam Matthews misses out for Chris Coleman's side with an ankle injury but could come into consideration for the game in Croatia on Tuesday.
Tottenham winger Gareth Bale has been passed fit after giving Coleman a scare with a heel problem, while Tranmere's Owain Fon Williams is braced to start in goal since Wayne Hennessey and back-up Boaz Myhill are both injured.
